Good idea, but..

Great idea, but the Red Cross family of apps is a terrible idea.

On the tornado app, I can setup locations and people and subscribe to different alerts. And then do it again on the Hurricane app. And then on the Flood app. Etc.

One app with variable alerts would be better: one configuration, one app polling current location data...
